Summary
According to public sources, only about 27% surface of Malta is used for agriculture (compared to France, where it is around 51%).
Fertilisers and biostimulants used to be regulated by the Fertilisers Regulation of 2002 (L.N. 363 of 2002). It was the national legisatation providing specifications for fertilisers, labelling requirements, etc. But this regulation was repealed by the Repeal L.N.365 of 2004, coming into effect in August 2004.
In Malta, the regulation of fertilizers and biostimulants is primarily governed by the EU Fertilising Products Regulation (FPR) 2019/1009, which is implemented through national legislation, including the Fertilisers (Implementation) Regulation (eli/sl/427.65).
The fertiliser implementation regulation 427.65 then installed the European Fertiliser Regulation 2003/2003, now updated by 2019/1009, as the applicable law in Malta for fertilisers and biostimulants.
It means that the content of EC Regulation 2019/1009 applies in Malta, only that the product label must be in either Maltese, English or Italian. Infrinegements to this law are detailed in Part IV of the Product Safety Act.
The other way to place a fertilser product (including biostimualnts) on the Maltese market is through Mutual Recognition, by applicaiton of EC Regulation 2019/515.
