      • Summary

        In Angola there is currently no dedicated “biostimulant law.”

        Products would either be classified as a fertiliser, soil amendment or plant protection product under the Plant Health Law (Lei n.º 5/21) - hence, classification of the product, based on its composition and label claims (intended effects) comes first.

        If products contain microorganisms they may require biosafety and microbiological evaluation.

        The competent authority is the Ministry of Agriculture and Forests (MINAGRIF), through its Plant Health/Plant Protection directorates, which manage registrations, import licences and inspections.

        Biostimulant products must be registered before they can be sold, and companies wanting to do business in Angola must be registered there, too (or have an authorised representative in Angola, since foreign entities without an Angolan address cannot register products directly). Company incorporation is handled by the Guichê Único de Empresas (One-Stop Shop), where procedures such as name reservation, notarisation of statutes, tax and social security registration are completed.

        Biostimulant product registration requires a technical dossier covering product identity, composition, manufacturing quality controls, safety and efficacy data, plus a label (in Portuguese) that matches the submitted information.

        For product registration, there is an official administrative fees table “tabelas de taxas” (executive/presidential decrees), but they vary depending on classification and are updated periodically. It means that, in practice, it's recommended to check the applicable fees before submitting anything.

        Timelines for product registration also vary: fertilisers or non-pesticidal biostimulants may obtain approval within three to six months, while microbial inoculants or products with pesticidal claims can take a year or more.

        Key reference texts are Lei n.º 5/21 (Plant Health Law) (already mentioned above), Decreto Executivo n.º 133/19 and subsequent executive decrees regulating phytosanitary control, together with fee schedules published in the Diário da República.
