      • Summary

        The Argentinian legislation speaks about “bio-insumos/bio-inputs”, which comprise, amongst others, biological or natural-origin substances, microbial, non-microbial agents, whose purpose include nutritional stimulation, plant stimulation (growth, stress tolerance, nutrient uptake), but also soil amendments and substrates, soil conditioner or other support functions.

        There is a clear distinction between “bioinsumos for plant protection” (e.g. biocontrol, microbial inoculants, semiochemicals etc.) and “bioinsumos for nutrition, nutrition stimulation, soil amendments and substrates - this group covers what would typically be called “plant biostimulants”.

        The competent authority in Argentina is SENASA ([Servicio Nacional de Sanidad y Calidad Agroalimentaria], through its Directorate of Agroquímicos and Biológicos (DAyB) of the Directorate of National Plant Protection (DNPV).

        The relevant legislation includes Resolución SENASA 1004/2023 of 12 Oct 2023. This legislation provides the procedure to register “bioinsumos” (including bio-stimulants) in the national registers.

        Another relevant legislation [Resolución SENASA 2014/2025] of 3 April 2025 and its [Technical Annex].

        This is the current regulatory regime for fertilizers, plant biostimulants, soil amendments, substrates, inoculants, bioinsumos etc. It establishes a simplified “autogestión / declaración jurada” registration procedure, with automatic issuance of registration (or silence-positive) unless SENASA objects.

        Please note that for biological inputs using genetic resources, microorganisms etc. other national legislation could be relevant (e.g. the ratification of the Nagoya Protocol via Ley 27.246).

        Practically, if you want to sell a plant biostimulant in Argentina, you will have to conduct the following steps, in a nutshell:

        - Register as a legal entity / operator — your company (or you as person) must register with SENASA (via the DAyB) as a legitimate operator of bioinsumos (production, import/export, distribution, etc.). Under the 2025 regime, registration is via self-service (autogestión) and declaration jurada, done through the SENASA “SIGTrámites / TAD” online platform.

        - Register the product — each distinct biostimulant (bioinsumo) must be registered. Again, under the 2025 rules: fill in the required form (with all compositional information, labeling draft, concentration, formulation details), as a sworn declaration.

        - Declare composition and technical details — the registration must include 100 % of the qualitative and quantitative composition (e.g. % w/w), list of active / inert components, microorganisms (if any) with concentration (e.g. CFU or infective units), product properties, safety data sheet, origin certificate, etc.

        - Comply with quality parameters & labeling requirements as laid out in the “Manual Técnico” annexed to Resolución 214/2025: this includes packaging, labeling/marbete, analytical quality parameters, permissible concentrations of certain substances (e.g. for fertiliser-type inputs), etc.

        - If importing — follow import procedures — either simplified import (if the product is already registered in a “recognized country” under the relevant decree) or standard import procedure requiring prior authorization. This also goes through the SENASA platform.

        - Obtain the “Certificate of Product Registration” from SENASA. Once issued, this certificate allows you to market the product nationally throughout Argentina.

        - Ensure compliance with ongoing regulatory obligations — the product remains subject to inspection, sampling, compliance checks by SENASA; false, incomplete or misleading declarations may lead to suspension or cancellation of registration.
