      • Summary

        Connecticut regulates agricultural inputs through the Connecticut Fertilizer Law of 2008 (Chapter 427a, Title 22), administered by the Commissioner of Agriculture. Plant biostimulants are not mentioned anywhere in this legislation, and there is no dedicated biostimulant category, definition, or regulatory pathway under Connecticut state law — in contrast to the EU's Regulation (EU) 2019/1009, which formally recognises biostimulants as a distinct product type.

        In the absence of a specific framework, products are regulated based on their claims and composition. If a product contains nutrients or claims to promote plant growth, it is treated as a fertiliser under the Connecticut Fertilizer Law. In practice, most biostimulants marketed for plant growth end up regulated as fertilisers in Connecticut. Any company wishing to place a biostimulant on the Connecticut market must therefore follow the standard fertiliser registration process.

        Each brand and grade must be registered with the Commissioner of Agriculture before distribution, by submitting a Commercial Fertiliser Registration Application including the product's brand name, guaranteed nutrient analysis, net weight, registrant details, and a product label. The registration fee is approximately $15 per declared nutrient, capped at $90 per product.

        Registrations expire annually on 30 June and must be renewed each year. Once registered, companies must also comply with labelling requirements, pay inspection fees of $0.25 per ton distributed, file annual tonnage reports, and submit to product sampling and analysis by state authorities.

        A practical difficulty is that the registration form only provides columns for recognised inorganic nutrient elements, with no fields for biological or biochemical active substances such as humic acids, seaweed extracts, amino acids, or beneficial microorganisms. Companies should therefore contact the Agricultural Commodities Unit (Agr.commodities@ct.gov, tel. 860-713-2513) before submitting an application to clarify how their specific product will be classified.

        At the federal level, the 2018 US Farm Bill provides the most relevant reference point for biostimulant recognition.
