Summary
Nowadays, there are two ways to place a biostimulant on the market in Slovenia, which is either throught the European Fertiliser Regulation (Regulation (EU)2019/1009, or via Mutual Recognition, in application of the European Regulation (EU) 2019/515.
As regards to the placing on the market via the European Fertiliser Regulation (EFR): This regulation provides that EU Member States (and hence Slovenia, too), can not change the requirements related to the manufacturing, composition or labelling in the EFR, but they may well add rules related to the use of any product.
Hence, it's always advised to double-check prior to the placing on the market in Slovenia.
For so-called "non-harmonised" or "national" fertilisers, there are Slovenian specifications for mineral and organo-mineral fertilisers.
For biostimulants and other types of fertilisers no national standards or rules exist.
It seems that the Slovenian government is well aware of the gaps and hindrances created by that regulatory framework and has hence initiatived internal working groups to remediate to this situation.
However, nothing of this is yet official and we will have to wait until we have updates from the ministry.
